On Sunday night, he finally waved the white flag. He publicly accepted the league's punishment and apologizing to fans, a reversal that appears to have unlocked the final step in completing Leonard's long-stalled trade to the Toronto Raptors.

According to HoopsRumors, Ballmer's decision to accept the league's penalties for salary cap circumvention could clear the way for the Kawhi Leonard trade to finally be completed. A source close to Leonard told Sam Amick and Matt Schubert of The Athletic that the deal is now expected to be finalized "in the coming days," bringing resolution to a saga that has dragged on since the trade was first agreed upon.

The punishment that triggered the shift was severe by any historical standard. The NBA hit Ballmer with a one-year suspension, fined the Clippers $30 million, stripped the franchise of five first-round draft picks, and fined Leonard $700,000 personally, following a nearly year-long investigation into the team's handling of Leonard's outside endorsement deals.

In his statement Sunday, Ballmer struck a notably different tone than his earlier denials. He said that he had "sincere regrets" and wanted to "apologize to our fans, employees, and my fellow NBA team owners for the distraction and distress this matter has caused."

Even with Ballmer's statement in hand, the trade still isn't a completely clean formality. As of Sunday night, the Clippers hadn't named an interim governor to represent the team during Ballmer's suspension, with the league's Board of Governors opening a two-day meeting in New York City.

Reporter Jake Fischer has since confirmed a weekend report that the NBA is open to processing the Kawhi Leonard trade. This is regardless of whether that interim governor is in place, suggesting that the procedural gap won't be allowed to hold up a deal both sides are eager to close.

What Kawhi Leonard’s Return to Toronto Actually Means

Leonard spent just one season in Toronto back in 2018-19. It remains the best of his career - a Finals MVP performance and the franchise's only championship. He then left as a free agent that summer to sign with the Clippers, a move that kicked off the seven-year tenure now ending in scandal rather than the title contention it was built to deliver.

Leonard in a statement, said that he entered his contract and related agreements "in good faith" and was "focused on what I can control, closing this chapter, and moving forward with a clean slate" as he returns to Toronto.

Ballmer, for his part, avoided even mentioning Leonard by name in his own statement. Instead, he pledged that the Clippers remain "committed to putting this chapter behind us" as they rebuild around a roster no longer centered on their former star.

Between Ballmer's reversal and Leonard's own eagerness to return to the site of his greatest triumph, the pieces are finally in place for a trade that's been effectively agreed upon since June.

Barring a last-minute procedural delay out of this week's Board of Governors meeting, Leonard's second act in Toronto looks less like a matter of if, and more a matter of exactly how many days it takes to make it official.
