ANALYSIS: Waters has spent two seasons on a two-way contract with the Celtics. The 5-foot-10 point guard has never consistently cracked the rotation, but has shown flashes of a steady backup floor general. Waters averaged 3.8 points and 2.4 assists in 26 games this season while shooting 39.5 percent from long range. He is a restricted free agent this summer.
